I guess TPTB at ATWT are perfectly comfortable with incest, because it looks like Alison and Hunter are related. From the preview I saw they are also making out. I find it so disgusting that they would go there, but they are still afraid to have Luke and Noah have any intimacy including kissing, hugging, cuddling. It is so few and far between. Luke and Noah are barely kissing each other at all. When they do kiss, they are only allowed to kiss like you would kiss your sibling.
